Mental Health Case Conference MBS Items
These items are not specific to a type of Allied Health Professional discipline; Psychologists and Clinical Psychologists can use them along with some other types of Allied Health Professionals approved by Medicare.
Case conferences must be organised by a medical practitioner, and the participating provider must be invited to attend by the organising practitioner. The case conference must involve at least two other members of the multidisciplinary case conference team providing different kinds of treatment to the patient (some exceptions may apply to the ‘different kinds of treatment’ rule). The case conference of at least three people must include a medical practitioner. This information is provided with no warranty or guarantee of accuracy. A combination of face-to-face, video-conference and telephone attendance is allowed. See the item number notes on MBS online for associated notes.

The Victorian Transport Accident Commission (TAC) does not appear to have different pricing based on psychologist endorsement, although there are items specifically for neuropsychology. The Victorian TAC notes here that “a GST registered provider should not add GST on top of the Maximum Payment Rate as an allowance for it is already included where applicable”.

Motor Accidents Insurance Board (MAIB) TAS
Please note this has been put together through cursory research and does not come with a guarantee of accuracy. The MAIB advised when contacting them some time ago that they pay based on the rates set by the Australian Psychological Society (APS) National Schedule of Recommended Fees (member walled). We do not know if this has changed since, and we recommend asking them directly.
NSW CTP schemes

The applicable law for motor accidents depends on the date of the incident:
- For injuries sustained on or after 1 December 2017, the Motor Accident Injuries Act 2017 (MAIA) and Motor Accident Injuries Regulation 2017 (the Regulation) apply.
- The Motor Accidents Compensation Act 1999 (MACA) applies to injuries sustained before 1 December 2017.
There are differences between these schemes that can be read about here. You will want to be sure that you take into account any difference between the schemes contextual to the information provided below. Remember, the information on this page is provided in good faith without guarantee of accuracy. Contact SIRA to be sure.
There are no gazette rates of allied health practitioners, including psychologists, under the NSW CTP schemes except for the initial Allied Health Recovery Request (AHRR). Service codes do apply and are listed below. Rates should be agreed upon with the CTP insurer before treatment commences.

Comcare notes regarding GST that “rebates cannot be claimed for medical services, it can be claimed for medical reports or case conferences”. Further, “in order for the GST to be paid, you must: have an ABN on your invoice which is registered to collect GST through the ABN website, state clearly on your invoice that you are charging GST, if the GST amount is shown it must be correct”. Understanding the billing process for psychological services under the workers’ compensation framework in the Northern Territory can be a bit challenging due to the absence of a defined fee schedule. Unlike other jurisdictions, the Northern Territory does not have a prescribed list of charges for psychologist services. Instead, the territory operates under a privately underwritten scheme where approved insurers and self-insurers manage claims. This means the costs associated with psychological services for individuals on a workers’ compensation claim are not predetermined and do not conform to a specific pricing guide. When it comes to setting fees and invoicing, practitioners are advised to apply their own standard charges for the reasonable cost of service.

NSW Victim Services
The NSW Victim Services section is more interpretive than others. It was last updated on 16/04/2023. It is important to interpret this with caution and to direct enquiries directly to NSW Victim Services to verify what information is correct. We do not guarantee the accuracy or provide a warranty for this information.
There are several unique aspects to NSW Victim Services counselling compared to similar schemes’ operations.
- NSW Victim Services applies GST to counselling services provided by psychologists who are registered for GST. Whereas many other auspices do not include a GST component by default for similar services. In practice, charging GST is unavoidable for those registered for GST as invoices are created within their own digital system.
- NSW Victim Services provides an additional payment of the Superannuation Guarantee on top of the listed rebates below. This is again uncommon in other similar programs interstate.
- Approved allied mental health professionals are considered Generalist Counsellors regardless of their discipline so long as they meet NSW Victim Services criteria for approval to work as a Generalist Counsellor.
NSW Victim Services incorporates its fee structure into its Operational Guidelines for Approved Counselors. NSW Victim Services can approve psychologists as Generalist Counselors Tier 1. After three years of consecutive tenure providing Approved Counselling Services, along with several other criteria, they may be considered upon application to become Generalist Counselors Tier 2.
NSW Victim Services provides unique item numbers for individual clients; therefore, none are listed.
Face-to-face, video conference and telephone
Please note that NSW Victim Services allows a minimum of 30 minutes for any counselling consultation and a maximum of two hours; you can apply a pro rata of the amounts in the table below. The Superannuation Guarantee is above the amounts listed in the tables below.
If multiple clients attend one appointment, you are to split invoicing evenly. For example, where two clients attend one hour of counselling together, you charge 30 minutes for each client.

Below, we explain calculating Medicare psychologist item benefits.
Benefit, schedule fee & MSN
The Medicare benefit for psychologist items is 85% of the schedule fee unless the Medicare Safety Net (MSN) has been reached. If the MSN has been reached for the calendar year, the benefit is 100% of the schedule fee.
The exception is bulk billing where it is 85% of schedule fee even if MSN has been reached.
GP items work differently; GP items attract 100% of the schedule fee even if the MSN has not been reached and even if bulk billed.
EMSN
If the Extended Medicare Safety Net (EMSN) is reached, the rebate is 80% of the item fee up to the EMSN cap.
